You can assign use cases to a use case system later on.
Context
If you have created use cases outside of the use case system or want to assign them to another system, then you can use drag-and-drop to do this.
If you want to add or remove use cases to or from a use case system, you can increase or reduce the size of the use case system accordingly.
Assigning a Use Case to a Use Case System
How to proceed

Select the use cases in the use case diagram you want to assign to a use case system.

Drag the selected use cases to the use case system you want.
The selected use cases are assigned to the use case system.
Increasing or Reducing the Size of a Use Case System
How to proceed

In the use case diagram, select the use case system that you want to increase or reduce in size.

With the [Shift] key pressed, click on the relevant handle of the selection rectangle and drag the use case system to the required size in order to add or remove the desired use cases.
Use cases that are included in the use case system as a result of the increase in size are marked in blue. Use cases that are excluded from the use case system as a result of the reduction in size are marked in red.
