You can arrange tool windows in the interface pretty much in any order you want. You can save and call useful window assignments as perspectives.

As with other interface elements, tool windows can exist due to plug-ins and don't need to be explicit parts of application interface included within the scope of delivery.

You usually open tool windows in the View menu ribbon in the Windows group.
